Professional Tax (PT) is a state-level tax levied on individuals engaged in professions, trades, and employment. Unlike PF and ESI, which are central laws, PT is administered by each state government independently — with different rates, slabs, payment schedules, and return formats. Companies operating in multiple states face the complexity of managing different PT obligations for each location.

Non-compliance with PT attracts penalties and interest from state PT authorities — typically discovered during labour inspections or when employees change state and their PT status is reviewed.

States Levying Professional Tax

PT is levied by approximately 20 Indian states and Union Territories, including:

  • Maharashtra (most common: up to Rs. 2,500/year)
  • Karnataka (up to Rs. 2,400/year)
  • West Bengal (up to Rs. 2,400/year)
  • Andhra Pradesh and Telangana
  • Tamil Nadu
  • Gujarat
  • Madhya Pradesh
  • Assam, Odisha, Meghalaya, Sikkim, Tripura, Mizoram

States where PT is NOT levied:

  • Delhi, Rajasthan, Uttar Pradesh, Haryana, Punjab, Bihar, Jharkhand, Himachal Pradesh (major states without PT)

PT Rates and Slabs

PT slabs vary significantly by state. Maharashtra example:

Employer PT Obligations

Employee Deduction

Employer deducts PT from employee salary based on the state slab applicable to the employee's work location.

Employer Enrolment PT

In most states, the employer itself must also obtain a PT enrolment certificate and pay PT on behalf of the business entity (separate from employee PT).

PT Challan Payment

  • Monthly in some states (Maharashtra: monthly for companies with 10+ employees)
  • Quarterly or annually for smaller establishments
  • State PT portal or treasury payment

PT Return Filing

Annual or half-yearly return showing employee-wise wages and PT deducted. Format and portal differ by state.

PT Registration

Separate PT registration required in each state where the company has employees. Registration is on the state PT portal (Maharashtra: PT Department; Karnataka: Commercial Taxes; West Bengal: PT Office).
